First, college in many parts of Canada can either mean what I think you would call community college, or the subdivision of a university (that uses the college system).  

Here are the two biggest universities in the country.  For other ones you'll have to look at each school's website:

It depends on the univeristy or college.  Tuition fees vary greatly across the country.  Here is a list of most, if not all, the universities in Canada.  You should be able to get the information you need from their websites.  Best of luck with your plans.
