In "static mode" (page-by-page), Web 1.0 Style, expect 10 to 15$ per page.  More is too much!

In Web2.0 style, fully interactive, 2 to 5000 us$ is a reasonnable price to pay.

Done yourself on free host will cost nothing, but you will be "shooting your business in the foot" ! (Committing suicide).

Depends on the complexity, but you can try building one yourself first. Only if it doesn't work out should you spend the money. Plus, after doing it yourself, you will have an idea of how long or complex you need it to be.  You can create a free website with Microsoft Office Live Small Business - http://tinyurl.com/officelive . It has a free design tool that allows you to create web pages without coding. It has no ads and has 500mb of web space. MS is giving a free domain name for the 1st year.
