How much is it to remove a tree?

we have a 30 foot tree that we are considering removing for various reasons, one of them being safety, how much does it usually cost to get them cut down and the stump removed? do cities throw a lot of redtape up for cutting a tree down?

The cost completely depends on the size and location of tree along with various factors such as whether it can be dropped whole then bucked or if it has to be taken down piece by piece.  for a thirty foot tree, no surrounding hazards, no removal, you're looking at a minimum of two fifty to three hundred.  If it has to be climbed and bucked a piece at a time the cost goes up exponentially due to safety and equipment concerns.  Expect upwards of a thousand dollars.  Considering the economy right now you may be able to find an out-of-work logger - depending on your area - who may give you a great price.  I would recommend you do not tackle this yourself unless you have some experience in the trades (hazard tree removal, timber industry, forestry).  Is the tree on yours or on city property (a street).  If it's a hazard and it's in county or city right-of-way they may be liable and therefore responsible, but I wouldn't count on expedient service as they can be quite busy and may have other, more pressing issues at hand.
