How much it is to implement a web service?

i want to know how much it takes to implement a web service? about the price..

for example i have a client company to implement an on-line paying system what are the factors i have to consider in implementing the web service

It all depends on how *professional* you want it to look.  You can set it up so that people can pay them online with paypal for absolutely free, but that will forward them to the paypal account when they are putting in their credit card information.

Other than that if you're looking for a professional one you have to go setup a merchant account somewhere.  They usually charge a one-time setup fee and then a few cents to the dollar on all money recieved.  Some may charge a small monthly fee as well.
