Handball is 99% skill. You may hit the bottom board and make it dribble out and some would call that luck but with hours and hours of practice, you will be able to get very close to the bottom board anytime you want.

Some, but it's more skill.  The more you play, the better you get.  You can learn how and when to hit the ball harder or softer, where to aim to hit the ball away from your opponent, where your opponent is going to hit the ball next, how to serve, etc.  I wouldn't count on luck to win a game.  I'd count on practice, conditioning, and training.
