2 to 1 . 2 being pepper and 1 being salt.

Maybe 3 to 1.

This is a personal taste answer. It would depend on how much gravy you are making as well as how i would taste to you.  I would start out small and add until you have the taste you desire. Happy cooking.

It depends on how much liquid you have.  Start off minimally then taste.  You can always add, but you cannot subtract.
