They are built to clear brush rather than protection in high speed impacts. The bar is only as strong as the frame you attach it to.

it wouldn't make much difference to anyone inside the bus.

but if you hit a child or biker with bull bars, you will do a lot of damage to them.

They do not add  protection and are very dangerous. Should be listed off road use only.

" ...adds extra front end protection... " is what most manufactures state. They are designed to protect your vehicle and do a very good job at it. If you are concerned with protecting occupants, seat belts and/or air bags would be my bet.
