I am an entry level designer that barely graduated from college. I have about 1-2 years of experience but I dont know how to charge and what it's worth to charge.

You can let them register at freelance websites like http://getafreelnacer.com/ , http://scriptlance.biz/ , http://eufrelance.com/ ,etc and let many web designers bid for their project, from the average bid posted for the project you will know how much to charge .

This is a very simple old fashion (late 90's) single page flash website with a fairly good number of design mistakes and no interaction.

50$ would be reasonable!

Prices for static websites are about 10-15$ per page.

Small Flash can bring another 20-30$

Designs such as these can be completed with a day or two.

If you want to make money, go for Web 2.0 applications.  These can take many weeks to develop and are paid accordingly (a few 1000's).
