How much should government spend?

It should spend less on the upkeep of its employees and establishments and more and more on development and welfare. It should never spend much more than its income and it must minimize its income to the bare so that it puts the least burden of taxes etc. on the people. That really gets summarized as...... the state expenditure ought to be the minimum needed for development and welfare.
