I'll assume you are not in the USA, and that estimate in answer 1 may be fitting?

   Here at least, electric and plumbing can be as much as 20% of the total build/purchase cost.

   As a new consumer you may also then have connection/impact fees to the service provider, as well as a possible deposit?
