It does vary. From my experience and what science/stats prove is this:

Whenever we have LESS storms during the summer then we will get a pretty good decent snowfall during the winter and of course ice as well. The more active the summer is, then chances are for a "normal" season (approx. a foot of snow). Ice is what you're going to have to worry about especially since it's close to where a lot of the cold fronts meet in the winter (More snow to the North/Rain to the South). Like most of the weather in the area, it varies widely.  I have spent about a year in Ark City (as the locals call it), and it is a nice enough little town, but it is a little town.  Ice storms were a much bigger problem there than snow when I was there.  I would expect one or two decent snowfalls a year, but certainly nothing you could ski on.
