I think most would regard a very basic annual salary for full time employment in Australia to be around $25,000 a year.

According to Centrelink, a low income earner is someone who earns less than $23,000 a year.. so i guess you could take that figure as the government's opinion of a basic salary.

The federal minimum wage for full-time workers is AUD$700 per week, as determined by the Australian Fair Pay Commission.  Almost certainly (but I'm not 100%), wages in the ACT would be governed by this body.
