  1. The right to a speedy trial concerns the time for the trial, not the time for indictment.  preliminary proceedings are governed by statute.  For instance, in my state, the indictmet or preliminary hearing must be within 15 days of the arrest, unless there is good cause to extend that period.  Every state is different.
