  1. Aside from applying as a skilled worker under the points system, you can get in much faster through a Provincial Nominee program but you would have to have certain skills or job experience and have a job offer.  If you do not have the right skills to get in as a skilled worker, you can check into applying as a semi-skilled as offered by BC and AB programs.  In some cases they prefer your age between 21 and 45 or 21 and 49.

  2. www.cic.gc.ca  is the Canadian immigration website.  It is a little hard to navigate but there is a lot of information there.  Your US work permit or green card is not going to make much difference.  Basically Canada works on a point system, and you get points for education, age, language abilities.  You can add up your points on the website and see how you fare.  They suggest that you not bother applying if you score less than 67.

    There is currently a backlog of around 900,000 people in the Canadian immigration pipeline.  Canada admits about 250,000 per year and that's from all classes.  They are trying to speed things up for the people that they most want, which are the highly educated and those in the skilled trades.   It is not a speedy process unless you have a university or big business clammoring for your services.
