No more than 15 bucks on a first class bus.

Go to the ADO terminal downtown, and you can go from there.

Also there's small vans no A/C, they will take you for 7 to 10 usd.

So it's your choice.

I'll recommend going on the big bus with A/C.

Just took the bus from Cancun to Playa del Carmen last night and the cost was 35 pesos.  Tulum is about twice as far, so I can't imagine that it would cost more than about 75 or 80 pesos - less than $10US regardless.  Oh, and this is the first class ADO bus with comfy seats, air-conditioning, and movies.
