That depends entirely on the airline, and even on the person checking you in. If you're not too far over the limit, many will let you through, especially if you're nice and smile at them . they deal with grumpy people all day. Also, if they know the machine isn't very full, they'll be much more lenient than if the flight is packed. some airlines also have a lower fee per kg for the first 10 kg and then a much steeper one over that.

You best bet is to call the airline and ask, and hope that you get a lenient check-in person.

That depends on the airline, we are traveling KLM and we are allowed 2 50 lb suitcases per person and if the suitcase is 50-70 lbs is will cost an extra 50$. To check an extra suitcase is 150.00. But that is Northwest/KLM Memphis TN, USA to Brasov Romania.
