It depends on the restaurant.  If you find one that opens to the public late in the day you may be able to have the restaurant to yourself earlier in the day for just the cost of food as long as you promise to pay a minimum in the event that that your guests don't order much. If you think about it the only thing that the restaurant really has to cover is the cost of the kitchen staff which may only be one or two people.  The main component of the server's salary will be the tip.

This depends on where you are and what kind of restaurant/service you are looking for.  Buffet style is usually the most economical; $25-60/pp.  While a course at a fancier place; appetizers, entree, dessert, coffee etc; around $90+/pp.  In addition to these cost, some places will also charge for the space, dance floor, linens etc. Like the dinner, it really varies.  Most quotes I got averaged around $1000 for 4 hours, with the lowest being around $500 and the highest $3500.  Sorry for being so vague, but it really does depend on what you are looking for and where.
