  1. a good set of irons will run about $699.

It depends on the brand and whether they are new or pre-owned.  If you are wanting brand name clubs, you can spend over 1000 bucks easily for a full set.  However, you can save by getting pre-owned clubs or even go with an older model.  Try ebay, golf galaxy, golf discount, golf warehouse, etc to get equipment.  As far as courses in San Diego here's a link:

I'm not from around San Diego, so I can't answer your second question.  A set of golf clubs can range from around $200 to well over $2,000, just depending if you go with a name brand, and what level of club it is from that manufacturer.  A good set of clubs will have 14 clubs not 12, because the USGA (United States Golf Association) set that as the club limit for tournament play.  A some great sites to check are RockBottomgolf.com and 3Balls.com for gently used and dicounted equipment and TGW.com for brand new equipment.

  4. My golf clubs and bag cost $200 (before taxes).  They are Tiger Shark for Ladies.  (9 clubs/hybrid woods)

    Public golf courses cost between $8 - 38 depending on if you are talking about a 9-hole or 18-hole game, playing on off-peak hours on a weekday or peak hours on a weekend.  Golf bag carriers range from free to $3-5.

    This information is for golf courses in the Los Angeles area.
