  1. Usually one does not pay to have their music video aired.  One has to convince the Program Director of the channel to air it (just like getting a radio station to play a record).  Any payment is done through their BMI / ASCAP license.  So, it goes without saying that the artist and song writer needs to be a member of BMI and / or ASCAP.  If this is done via direct payment, the station could run afoul the payola laws.

    Another option would be to buy air time, like a commercial, but this would be VERY expensive . . .
