How much would it cost to get my grandpa's car transferred into my name in the state of Kentucky?

I heard if the car belonged to family it was no cost to get the title transferred into your name? Is this true

There is no cost from a parent to a child aside from the annual taxes if they are outstanding.  I transferred my car from my dad's name into my name when I turned 18.  I'm not sure if a grandparent also falls into this category or not.  I'm sure you can call your county DMV and find out.
