If you want to minimise your cost, try looking for budget airlines, usually you need to book very much early in advance and well planned.  Do google search for lowest airfares and definitely you need to spend time on researching for budget airlines, e.g. http://destined.to/cfares

After that, you need to consider lodging options, for most cost saving, join the Couch Surfing club and get free stay everywhere.  You may look at www.couchsurfing.com for more info.

You will also need to read about the destination well ahead to see if there is any promotion for local travel package or entrace fees to the tourist spots.  For example, Louvre charge cheaper rate on Wednesday evening and close on Tuesday... etc.
