  1. It all depends on what you want, and whether you do the work yourself or pay someone.  Doing it yourself, fencing an acre in wire and building a small shelter might cost $1500, or you could pay many, many thousands for a 4 board wooden fence and large shelter/small barn.  Look up prices from a company in your area.

I would suggest going to Home Depot or a store like that, tell them how big of a shelter you are thinking of building, what type of material, what you want inside of the shelter, like dividers, mangers, doors, windows roof, floor, etc.  How big of a pasture you are looking at, what type of fencing, what type of posts how far apart are the posts will it be electric or not, etc etc...to many things to decide on for anyone on the  other end of a keyboard to give you a fair estimate.  

  3. It depends on materials, how big you want to go, and how much you are doing yourself.  A run in shelter is going to run 1000 - 2000+ depending on how nice you want it.  Fencing an acre could be as cheap as a few hundred, but would probably run closer to 1000+

    There are a lot of variables.  Lumber costs a lot now.  Gates and hardware cost a lot.  It all adds up fast.
