The cheapest way to mail VHS videotapes would be to send via the USPS "media mail" category.  The cost is dependent on weight, but is MUCH less expensive than regular parcel post or any other mode.

Just box it up as compactly as you can, address the box, and where the postage would go once you have the box labeled, write MEDIA MAIL, then take to the USPS, and save a few $$.
