Its a Hervey Villachez (Tattoo from Fantazy Island) garden gnome. Every time someone walks by it, the gnome says "there's a party in my pants and your cordially invited."

In Australian money about $20,000. Which is approximately US $3.75. I'd probably have to put it on the landing strip out back for my guests to see when they fly in. haha, only joking, the local bus doesn't fly.
