I would urge you to get it checked out if you are having problems with your vision but would suggest getting checked once a year.

There is no "normal".  Everyone is an individual, some eyes change power more quickly than others.

A contact lens prescription is valid for one year, after that you need to get it updated.

You need an eye exam once a year. You don't require a change of prescription unless there is a significant change.
