  1. The pool halls I've been in can change it as often as every 6 months, but that's because the tables are in constant use.  Most home users will change it every few years unless you're using it on a daily basis, for a few hours a day.  Best bet to figure out if you need to recloth your table, look at the cloth along the rail near the pocket, if you can see a pretty defined path along the rail, it's probably worn to the point of needing replacement.  If you have a visible tear in the cloth, it's time to replace it.  If you see a lot of dots all over it, especially up by the head string,  this is mostly from people hitting the cloth with the cue, and/or what they call ball burns, when you hit down into the cue ball, in a hard shot it cause the ball to roll backwards while accellerating forwards and being pushed down into the cloth, this damages the cloth to a small degree, if you see any where the cloth is visibly wearing through, it might be time to recloth it (usually from someone breaking from the exact same spot every time).

A good tip it to switch what side of table you rack and break from every so often, this will help keep the wear a little more even.  Also, if you've spilled something on it and it soaked in, like soda, or even beer, you may want to get it reclothed.

  2. honestly its an as needed thing.  depend on how often u play and how hard you are on it, and if you take care of it.
