  1. If you can write application papers in Japanese in japan & chinese in china, you can get it over 20 years.

  2. Both Japan and China can obtain VISA card without permission your parents.

  3. I'm wondering if you mean visa (government's permit to stay in that country) as opposed to Visa card.  If so, in case of Japan, you have to be accepted by a Japanese school to obtain student visa, or have a 4-year degree and a company willing to hire you to get a work visa.

If you do mean Visa card, how old do you have to be to get one in your own country?  You can use the card issued there in other countries as well.

If you can't find that information for your self, my guess is you're too young to get your own credit card.

  4. I'm not 100% sure but its probably either 18 or 20 to have your own account in Japan.

In the US, they sell prepaid Visa credit cards which can only be used to pay the prepaid amount and then expire.  They should work anywhere that takes Visa cards.  I haven't seen them sold in Japan, but maybe you could have them mailed to you.

  5. You must be at least 18.

And if you are 18 or 19 or a student, they will ask your parents for permission.

  6. Your age doesn't matter to screen your creditability, status and liability. Cards would be issued by bank if you are certain background, having assets and/or property or fortune even if you are teenager in everywhere either Japan or China.

Without any income and/or assets,  any credit card won't be thrown to you even though how enough older you are.
