It varies by state and country. First, figure out if you want to adopt from the states and then, what state. Look up that state's rules on adoption. If you choose to go the route of overseas adoption, you will need to research their requirements because a lot of them require certain incomes, as well as you traveling to their country several times (2-3 depending on the country) until you can bring home the child. It depends upon where you are adopting from.  Some domestic agencies have no age limits (you are, however, less likely to be picked by a birth mother if you are older).  China, for example, adds the age of the adoptive mother and father, and the combined age cannot be more than X years older than the child (70?).  So, past a certain point, you can only adopt older children.  Other countries have maximum age requirements (e.g. both of you cannot be more than 40).

My husband's aunt adopted twin boys last year (they're 3 now but she's had them pretty much since birth...they were born crack babies) and she's going to be 60 this year.  She is the one that legally adopted them but her 30 year old daughter is the one raising them.

Depends on the situation.  Family adoptions you can be older but some adoption agencies have set age limits.  I know our county agency will allow adoptions by those deemed capable of caring for a child and they don't have an actual age limit as they have found that some 60 year olds are perfectly capable of caring for school age children and adopting them but they do watch age and such when placing children but a grandparent can adopt an infant grandchild if they are found to be in good health even in their 60's.
