Depends on the course really and how well you can drive a cart.  Me and my 10 year old hit the links twice a month just to do some male-bonding and hang-out.  I let him drive as he does enjoy it and the clubhouse guys know me and my son very well so they don't mind as they know my boy is responsible enough not to do anything (jackass like) on the golfcart.

If you get on a 1st name basis with the clubhouse (especially the club owner, they usually don't care.)

Some golf courses say you have to be 18 years old because of insurance issues and some golf courses will be ok if you have a driver licence.

you need valid state/province drivers licence. if you cause injury you are held responsible . golf course lot of trouble
