  1. pre-school programs start at age 3, kindergarden at age 5


  2. Law is 5 years of age.  Pre-schooling at a earlier age is a choice.

  3. The only acceptable choice at this point is either to send them to a proper private school, or as a mother (or father, if that's what you wish)... School them yourselves.

    Government schools are a joke.

    Ah.. sorry, I misread your question. It's honestly different for different  children.

    My brother started at four, and was not ready. He had to relearn the same things two years in a row. He's quite the whippersnapper now though :-D

    I on the other hand, learned to read at 4 years old. I think that the parent is the best judge at when the child is ready, no one else.
