The Texas Government Code and Texas Penal Code regulates the possession of weapons.  In fact, a "stun gun" is defined by law as the gun used by police which shoots pins into a subject to disable the movement of the subject through electricity (commonly called a "taser").  If you are a regular civilian you may not have one.

A stun gun in your terms probably means the handheld device that you directly apply to an attacker (which is actually called a taser/stun gun) is just considered a regular weapon which is not banned by the Texas Penal Code.  However, persons under 18 may not have any weapons on or about their person.

So, to answer you question, you have to be 18 in Texas.
