In the United States you need to be 16 to get a license.  To learn how to ride one, you can learn off the road and as long as you are big enough to hold it up you can learn to ride it.

all depends on your State/Country,  but it is usually the same as your drivers license.  If you want to learn how to ride i recommend taking the MSF (motorcycle safety foundation)'s beginners riders course.  They will provide you with a bike, helmet, and knowledge.  Also after you complete the course you just take your diploma to the dmv and they will give you your full motorcycle license.
