  1. it depends on where you live. I grew up in Michigan and was able to get a job waitressing at a drive-in (as in a drive-in restaurant where people sit in their cars and eat - not a drive-in movie place) at 14 legally but all the stores around required 16. Most places want you to be at least 16 because even if you are allowed to start working younger you aren't allowed to work as many hours (especially not during the school year) and you are more likely to be able to provide yourself with reliable transportation (in other words you are probably driving at 16 - definately not before then). If you are under 16 it is unlikely you are going to find a job at a store unless you have some serious connections with people in management there. I would start looking at other options. Babysitting, maybe?

  2. check state laws where you live.

    Some states allow 14.

Store where I work cannot hire someone to run cash register because of cigarette and alcohol sales. We also have a small deli and the worker must be 18 to run slicer.

They can hire stockers at 16 but they cannot run register\deli.

Most clothing stores (A&F, Macy's etc etc) can hire 16 yr olds because they do not sell products as mentioned above.
