So I want to twirl signs for buisnesses this summer to earn money to go to Japan. How old do you have to be, and where would you find the job opportunity to even be a sign holder?

The minimum age to work in SD is 16.  New housing developments have sign twirlers.  Also some stores. Try craigslist to see if there are any postings.
