As long as you have cash, you can buy it at any age.  Even 10.  You just can't REGISTER it at that age - you can't DRIVE it on public roads.  But the TITLE can be in your name - and the car can sit in a barn until you get a license.

Now, if you don't have cash, and want a loan - you have to be 18 to get the loan.
