All states' laws are different but generally a 12' boat with under15 hp can be driven by any age. then you have the laws about pfd's. in my state my kids can drive a boat like you're talking about as long as they are wearing the correct flotation, have a throw- type flotation (type lll ? ). check with youe state wildlife agency it'll all be spelled out.
