  1. There is no definitive answer to your question. Age regulations are determined state by state and in some case by local laws. Consult with your local governing agency for the appropriate answer.

  4. Assuming you are in the USA... and assuming your boat is a boat and not a PWC (personal water craft) this question has to be answered in three parts:

    1. If the lake or river you are on is connected in anyway to the ICW (Intercoastal waterway) or Inland Waterways... (ie: America's Great Loop) there is no laws regarding minimum age. Though be it - safety is a concern for everybody, regardless of age.

    2. Only six states - Alaska, Arizona, California, Idaho, South Dakota and Wyoming - have no boating education requirements... the rest (44 states) have no minimum age law, but do require the successful completion of a boating safety course.

    3. Most of these 44 states only require operators under a certain age to complete a safety course, and some of these states only require the safety course for PWCs (Personal Water Craft) which are the jetskis...

         Though be it, there are no minimum age laws, to determine whether or not you need to complete a safety course, you will need to type in "your state's name" with "boating requirements" - that will surely get you to the specific information you need...
