Supposed to be 21 to enter.  If no security is at the casino entrance, you might be alright.

21 to be on the gaming floor, or old enough to not get IDed

They will typically only card you if you are playing a machine or try to buy in at a table game unless you BLANTANTLY apear underage.  Atlantic city is unlike many other casinos and they will NOT id you upon entering, anybody is free to walk in the front door, but if you step on the gaming floor, and and you apear underage, a roaming security gaurd may id you.  You do not have to show id though, and the only thing they will do if you dont show it is ask you to leave.

21 to gamble. Children accompanied by an adult can use restaurants or go to and from a room, no stopping however to watch the adult play. Some of the casinos have a game room for kids. I would not recommend leaving a child unattended however.
