well if your 13 or something like me well I have a monroe beauty mark a real one acctually so a piercing would be kinda weird haha but i think if you look older like around 16 then you can get away with it but yea id wait till like 16,15 and so on.

i guess it all depends on where you are from

but i'm pretty sure most places is 16 as long as you have ID

but then there are others which make you need your parent/guardian to sign for you if your under 18 :)

but australia i know for a fact is 16 with ID

Depends on where you live. Where I live I could have gotten one when I turned 16. It is all relevent to the laws of your state/province.
