I certified as a brakeman when I was 18, and an engineer at 21.

The train driver is called a conductor. I am a track worker and have asked myself the same question from time to time.

Contact your nearest Locomotive Training Unit, and ask either in person, or via the Telephone.

Minimum age would be in the region of 16/17 years of age.  Check as to when the next intake is to be.

I almost joined the NZR Locomotive Drivers or LEA   Locomotive Engineers Association.  In 1977.

So, go and ask.  Never know where this will lead.
