In the USA, you must be 16 years old to get a balloon pilot license.

You can be any age to learn to fly. However, you must be at least 16 to solo (fly by yourself) and 17 to get a Private Pilot Certificate.  Hope this helps

I GUESS you could be as young as 2-3 years old.

Now, to GET a flying license you need to be 15.

Hmmm! 3 from 15-carry the juice, jam the crackers, round the bend-flip the channel....ok that 12. SOOO. You could theoreticaly you could have 12 years of practice under your belt before you get your license.
