How old does someone need to be, to get a license and own a handgun in new york city and Brooklyn NY?

The age for purchasing a handgun in the USA is 21.  New York State?  Brooklyn, New York?  I would imagine is the same as anywhere else in the USA.  I don't know if New York State offers gun licenses to its citizens.
