You have to have money and the ability to walk. Any commercially avaliable lasers can be bought at any age. Red, Green and then Blue in ascending order of "power". Blue lasers cost a h**l of alot.

Otherwise you seem to be able to type, if not spell or punctuate, so yes you can buy a laser.
