How old do you have to be to start a Yahoo! group?

My friend who is 13 tried and it said she wasn't old enough, so it IS NOT 13!!!

I thought it was 13 but I wasn't sure.  And it's NOT in the Help files that Richard K cited in his Source - I just checked.  The only way I know of to get a definitive answer is to contact Yahoo Groups Customer Care by filling out the form at http://help.yahoo.com/l/us/yahoo/groups/... .  When filling out the form, it would probably be a good idea to include the fact that your friend is 13 and just tried to start a Group but it told her she wasn't old enough.
