at an environmental center with animals 13. idk about animal shelter but probably the same.

Call the shelter that you are interested in volunteering at and ask.  They tend to vary, depending on the activities you want to do.

I really don't. I know that when I turn 16 I'm going to voulunteer at my local Aquarium, but you have to be 16. I think it just depends on the place you want to go. You would just have to ask a person working there.
