It depends on where you live. In California I believe you have to be 16 to operate the boat without adult supervision.

you can drive a boat at 18yrs old but you haft to take a boaters class but if your 21 you do'nt need the class

Most every locals have different requirements.

Here in the US each state sets the age and if boater safety training is required.  You will need to check with the agency hat controls water activities in your area.

you need to check with each state for specific regulations.  

MA - 12 -15 with safety certificate, 16 - 18 with person over 18 present.

PWC have different rule (16 17 with certificate)
