You have to be 18, though when I was 17 I went to some small ones that didn't care.

If you have a group of friends and someone that is 18, split the cost and buy a hookah, the coals and tobacco and just chill wherever.

If someone really wants to keep it for themselves, they should reimburse everyone for what they paid for the hookah itself.
