How old does an adopted child have to be to contact their biological parents?

I am 15 and my adoptive mother says that by law in vermont you have to be 18 to contact biological parents but I am sure this is not true.

I have heard of adoptive parents being able to contact bio parents. But adoption info can't be released to you until you are 18(adult status)

Why would you want to anyway? I met my birthmother and was just disappointed.
