well in the episode where flats comes and bullies spongebob, there was a scene in which flats was in patrick's home and spongebob calls him adn patrick says flats was his old community college buddy, indicating patrick has well passed the years of college, which may explain why spongebob deems patrick as "wise." and he was able to get his license, before spongebob and helped spongebob cheat to get his license, which didnt work out so well and this clearly indicates that patrick is over 16. so although patrick's age is not clearly mentioned in the series, it is safe to say that patrick is indeed over the age of 16, most likely over 20, since he's through with college.
