The legend is that William Webb Ellis started it in 1823 at Rugby School in England, but there is evidence that he didn't pick up the ball and run it in for a goal in a game of football.  Since the origins are couldy, rugby really came into concrete existence in 1871 when the Rugby Union was first founded and the game codified.  However, similar games had existed for hundreds of years previously, such as Irish caid, Cornish hurling, and many other ball games that had been in existence previously.
